   If both are not defined, user who can edit the !WebPreferences can do it.
   * If creating, renaming, and deleting of tags is done by someone else than you, use the forms on the [[TagMeCreateNewTag][Create]], [[TagMeRenameTag][Rename]] and [[TagMeDeleteTag][Delete]] pages to automatically add your requests here.
